"Free" means different things here, so be clear about which you want. The genuinely free options are the phone tools (Google Lens, Apple Live Text) and open-source Tesseract. They cost nothing and are fine for tidy, print-style handwriting, but they fall apart on cursive, faded ink, and anything past a page or two.
The other kind of "free" is a free trial of a specialist. Most accurate tools do not have a permanent free tier, but they let you test on a few pages at no cost. If the free phone tools cannot read your handwriting, that is the path that will: run your hardest page through a specialist trial before you decide.
